I tried to give this guy a call to see if the horse has papers, but no luck. (Admins, I apologize if this is the wrong place to post this!) Not sure if this is a rescue situation or not.

It appears horse is actually in Montgomery IN. When I first tried to find that, web search showed it north of Indy, but when I did more checking, I found this info http://en.wikipedia.org/wiki/Montgomery,_Indiana that shows it is in the SW corner of the state.
