21 year old 5-gaited mare at WI rescue

I get the Horse.com nutrition newletter and there was a link to a rescue in Wisconsin (which I of course then clicked on....) Anyhow, I saw a gorgeous 21 year old ASB mare partway down the page - Champagne's Crystal, reg #115813. She was shown 5-gaited years ago and has had several foals. The rescue is asking $400 for her. http://www.equineadoption.com/order.htm

She really looks lovely. I hope someone can pick her up and give her a good home, especially at that low of a price

I suggested to them that a breeding exam migh be beneficial in placing her, as she's got some nice old lines up close, and I received an email back that said they do not allow adopted horses to be bred.

How on earth do they police that?

Do they hold the papers? or spay?
