If it is a rated show, technically, the rules state that the horse must be a saddle horse type (which would preclude drafties and stock horses).
HOWEVER, they would probably be so happy to have you that the answer would be, "sure, come on down!"
The only group that is truly disadvantaged by this are breeds such as TWH and Fox Trotters - who might have the appropriate action (think Show Pleasure horse in Western tack), but do not have the correct gait - as the parade gait is specified as a diagonal gait.

Technically speaking, Fiona is a saddle horse, i guess, lol, i mean her breed was developed for fox hunting! lol.
As far as the Parade Gate, they just want a more vertical "Marching" gait right? And is it done walking or trotting?

"Saddle horse" doesn't refer to something developed for riding. It refers more specifically to breeds like the Saddlebred, Arab, Morgan, TWH, or any combination there of (like the NSH). Basically a "Saddle Horse" is a horse traditionally used for Saddle Seat.

So where does that leave Freisians? light draft bred for harness work, yet I see many riding them saddle seat?
Fancy Turnout counts massively in parade, so I'm not sure what you are thinking of for Fiona? Preparing for a rated show could become very pricey.
If you are going local and unrated fun show, go have fun with her. Although a costume class might be simpler.

Yeah the $$ for the saddles, breast plates, Bridles, that's alot, but i guess if i *Could* afford it and had fun, i wouldn't need any ribbons to be happy.

Friesians were traditionally bred for harness work and are a light draft breed. They are NOT saddle horses even though they are ridden saddle seat (Apps are also ridden saddle seat and are a stock breed).
And note - it is "saddle horse TYPE," not "saddle horse" so any horse ridden is not necessarily a saddle horse type (just as a Saddlebred is not a stock horse type - even if it works stock).

Even if the show is rated, it doesn't mean the actual parade class is slated for saddle type horses. During Southeastern Charity here in GA, they hold an Opportunity Parade Class. The show is rated, but that class does not fall under the USEF umbrella; thus, any breed can enter. Here is a Friesian completely decked out in parade attire from this September's class. http://www.flickr.com/photos/39888438@N05/5148934327/
Just make inquiries before entering any show that holds parade classes.
